The Challenge
The client required an Owner’s Engineer to support the design and implementation of new centralized tank battery (CTB) facilities in compliance with evolving federal regulations, including 40 CFR 60 Subparts OOOOa and OOOOb. The program involved simultaneous upgrades across more than 150 sites, demanding a coordinated, multi-discipline engineering approach that balanced regulatory compliance, constructability, and operational efficiency. The client also sought opportunities to improve facility performance and reliability while navigating the complex and changing regulatory environment.
The Solution
Halker assembled a multidisciplinary team—including Process, Mechanical, and Electrical & Instrumentation engineers—to serve as the client’s Owner’s Engineer. The team evaluated bid, design, permitting, and construction deliverables to ensure new CTB designs met all applicable federal standards while optimizing functionality and cost efficiency. Close collaboration between Halker and the client enabled the team to identify operational improvements beyond the initial compliance scope.
Over the course of the program, Halker supported the design and upgrade of more than 150 facilities, incorporating cold weather packages and implementing best practices for safety and performance. In addition to regulatory compliance support, the team delivered expanded services such as flare radiation studies, arc flash analyses, total installed cost (TIC) calculations, PSV evaluations, flowback sales assemblies, and automated manifold designs.
