The Challenge
The client required environmental oversight and documentation for a redevelopment project involving significant soil disturbance at a former industrial site. The primary challenge was ensuring that all excavation and materials handling activities complied with applicable environmental and asbestos management regulations. The site’s historical use suggested a potential presence of asbestos-containing materials (ACMs) and other regulated substances within subsurface fill or construction debris. Maintaining regulatory compliance, minimizing worker exposure risks, and ensuring proper documentation for project closure were critical objectives.
The Solution
Halker provided comprehensive environmental oversight throughout the duration of site activities, implementing field screening, materials management, and reporting procedures in accordance with state and federal regulatory standards. A Certified Asbestos Building Inspector was on-site full time to evaluate materials encountered during excavation and to manage any suspect materials in real time. Soil and debris were visually screened, and samples were collected and analyzed as needed to confirm the presence or absence of regulated contaminants.
During the course of work, one asbestos-containing material (ACM) was identified. Halker immediately implemented containment and handling procedures in compliance with regulatory requirements, ensuring that the material was safely removed and transported to an approved disposal facility. Field observations, sampling results, and waste shipment documentation were meticulously recorded to provide a verifiable compliance record.
At project completion, Halker compiled all findings and developed a comprehensive closure report summarizing field methods, laboratory results, and materials management activities. This report provided the client and regulatory agencies with clear documentation of environmental compliance, confirming that all soil-disturbing activities were conducted safely, responsibly, and in full alignment with asbestos and materials management protocols.
