Cliff Swallow Nest Management – Culvert Project

The Challenge
Prior to a culvert rehabilitation project, Halker’s environmental team identified the potential for nesting conflicts with cliff swallows—a migratory species protected under the Migratory Bird Treaty Act (MBTA). Although pre-season inspections and removal of inactive mud nests were completed, the swallows returned and quickly rebuilt active nests within the project area. The discovery of active nests required an immediate halt to construction to prevent disturbance, creating potential schedule and compliance challenges for the client.
The Solution
Halker’s wildlife biologists worked closely with the client to implement a responsive nesting management plan. Once active nests were confirmed, all work at affected culverts was suspended until the fledglings had safely departed. Following successful fledging, Halker verified compliance with MBTA requirements and cleared the sites for re-entry. Through proactive communication, regulatory coordination, and a commitment to environmental stewardship, the project achieved full compliance while supporting the continued success of the cliff swallow population.
