The Challenge

The client required comprehensive environmental compliance and health and safety support for a large transportation infrastructure project that intersected multiple environmental and regulatory concerns. The project involved construction activities in areas with potential wildlife habitats, environmentally sensitive zones, and previously disturbed corridors where hazardous materials could be encountered. The challenge lay in maintaining full compliance with federal, state, and local regulations while protecting onsite workers, minimizing environmental impacts, and ensuring that all field activities could adapt to changing site conditions and unforeseen environmental findings.

The Solution

Halker developed a proactive, adaptive compliance and safety framework tailored to the project’s scope and environmental setting. A project-specific Health and Safety Plan (HASP) was prepared to address all regulatory requirements under OSHA, DOT, and applicable state environmental standards. The plan outlined detailed procedures for worker protection, field hazard identification, emergency response, and safe handling of potentially contaminated soils and materials.

To meet environmental compliance goals, Halker established monitoring and documentation protocols to track wildlife protection measures and ensure that construction activities avoided or minimized disturbance to sensitive species and habitats. Environmental personnel conducted site inspections and field assessments to identify wildlife activity, verify compliance with mitigation measures, and ensure adherence to permit conditions.
