The Challenge

The client required a comprehensive assessment of over 80 production facilities to evaluate compliance with proposed EPA 40 CFR 60 Subpart OOOOc methane emissions standards. The project demanded rapid field data collection and engineering analysis to identify necessary equipment modifications, potential retrofit needs, and associated implementation costs. Achieving this across numerous active sites within a condensed schedule required close coordination between field and engineering teams, as well as consistent data management to ensure accuracy and traceability.

The Solution

Halker deployed in-house engineers to perform detailed field inspections at all 59 facilities, completing site work within two weeks. By using experienced engineering personnel for field walkdowns, the team gained firsthand understanding of each facility’s configuration, enabling the development of site-specific recommendations for compliance and retrofit opportunities. An internal equipment database of commonly required OOOOc modifications was created to support consistent evaluation and documentation.

Following field activities, Halker conducted an in-depth engineering review of the collected data to determine the most appropriate compliance options for each facility. The team developed modification recommendations and prepared Class III (+30/–20%) cost estimates using verified market pricing, lead times, and installation costs. This structured, data-driven approach provided the client with a clear, prioritized roadmap for achieving OOOOc compliance efficiently and cost-effectively across their asset base.
