The Challenge
The client required a multi-facility program to design and construct a series of centralized tank batteries (CTBs) to serve multiple well pads while maintaining consistency, efficiency, and regulatory compliance. The objective was to establish a repeatable, scalable standard design that could be adapted across numerous sites with varying well counts, layouts, and production profiles—all while minimizing design time, maintaining safety standards, and optimizing operational performance.
The Solution
Halker assembled a multidisciplinary engineering team to develop a standardized CTB design tailored to the client’s operational needs. The program included the full engineering and design of multiple greenfield CTB facilities ranging from two to six wells per site, incorporating gas lift compression, oil offloading, water transfer, and natural gas sales metering systems. Early facilities were used to establish and refine a standard layout, which was then optimized and reused across subsequent projects to streamline execution and maintain design continuity.
All CTB equipment underwent Process Hazard Analyses (PHA) to ensure safeguards were in place, and the reuse of common equipment, tie points, and safety cases significantly reduced design hours on future projects. Site-specific adjustments—such as flare placement and utility routing—were made with minimal disruption to the standard configuration. This programmatic approach provided the client with valuable insights for pad orientation, access road planning, and construction staging.
Through this standardization effort, Halker achieved measurable efficiencies, transitioning from a Time & Materials structure to a Fixed Fee model—reducing total engineering costs by approximately 35% from the initial CTB design to the latest iteration. The partnership has since expanded to include Instrumentation & Controls support and vessel sizing reviews, underscoring Halker’s ongoing commitment to delivering fit-for-purpose, value-driven engineering solutions that adapt to the client’s evolving production schedule.
