This nationally recognized standard evaluates infrastructure projects based on environmental, social, and economic performance indicators, requiring detailed documentation and verification of sustainable design, construction, and operational practices.
Semi Annual Landfill Monitoring

The client required ongoing environmental monitoring and reporting to maintain compliance with state regulations and the site’s long-term environmental management plan. Specifically, the client needed semi-annual evaluations of landfill cover integrity, landfill gas emissions, and groundwater quality to verify that the site remained stable and protective of human health and the environment.
Noise Monitoring

The client required nighttime noise monitoring to verify compliance with a municipal Department of Public Health and Environment (DPHE) noise variance during ongoing construction activities for a Municipal Rapid Transit Project. Because the arch installation work was scheduled during nighttime hours (9:00 PM – 7:00 AM), it was essential to ensure that sound levels remained within the permitted thresholds to avoid disruption to nearby residential areas and maintain adherence to DPHE regulations.
Cliff Swallow Nest Management – Culvert Project

Prior to a culvert rehabilitation project, Halker’s environmental team identified the potential for nesting conflicts with cliff swallows—a migratory species protected under the Migratory Bird Treaty Act (MBTA). Although pre-season inspections and removal of inactive mud nests were completed, the swallows returned and quickly rebuilt active nests within the project area.
Bald Eagle Protection

During bridge maintenance activities, crews discovered an active bald eagle nest containing two eaglets within the federally protected ½-mile buffer zone. The unexpected finding presented immediate regulatory and operational challenges, as continued work could risk disturbance to a protected species and violate wildlife protection laws.
Health and Safety Plan (HASP)

The client required comprehensive environmental compliance and health and safety support for a large transportation infrastructure project that intersected multiple environmental and regulatory concerns. The project involved construction activities in areas with potential wildlife habitats, environmentally sensitive zones, and previously disturbed corridors where hazardous materials could be encountered.
